Human Resources and Support Services Manager
Fort Saskatchewan, AB, CANADA
Reporting to the CEO of Cofely Fabricom, the HR and Support Services Manager will be responsible for developing policy and directing and coordinating all human resources activities, such as employment, compensation, labor relations, benefits, training, and employee services within a dynamic and growing organization. Please note that this position is based in Fort Saskachewan, AB (31km from Edmonton, AB).
Essential Job Functions
- Activities related to branding the organization and developing communication strategy for large recruitment program;
- Analyzes wage and salary reports and data to determine competitive compensation plan;
- Writes directives advising department managers of Company policy regarding equal employment opportunities, compensation, and employee benefits;
- Consults federal and provincial legislation to ensure that policies comply with law;
- Develops and maintains a human resources system that meets top management information needs;
- Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization;
- Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance;
- Studies legislation, arbitration decisions, and collective bargaining contracts to assess industry trends;
- Recruits, interviews, tests, and selects employees to fill vacant positions;
- Plans and conducts new employee orientations to foster positive attitude toward Cofely Fabricom;
- Keeps records of benefits plans participation, personnel transactions such as hires, promotions, transfers, performance reviews and terminations;
- Coordinates management training in interviewing, hiring, terminations, promotions, performance reviews, HSE training and sexual harassment;
- Advises management in appropriate resolution of employee relations issues;
- Responds to inquiries regarding policies, procedures and programs;
- Administers performance review program to ensure effectiveness, compliance and equity within organization;
- Administers salary administration program to ensure compliance and equity within organization;
- Administers benefits programs such as life, health, and dental insurance, pension/RSP plans, vacation, sick leave, leave of absence and employee assistance;
- Investigates accidents and prepares reports. As an interim responsibility, coordinates Safety Committee meetings and acts as HSE Coordinator until such position is filled;
- Conducts wage surveys within labor market to determine competitive alignment;
- Prepares budget of human resources operations;
- Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations;
- Prepares reports and recommends procedures to reduce absenteeism and turnover;
- Represents organization at personnel-related hearings and investigations;
- Contracts with outside suppliers to provide employee services, such as temporary workers, search firms, or relocation services.
Education Requirements
- Bachelor's degree with a concentration in Human Resources;
- Preferred CHRP, or in the process of obtaining designation;
- OR equivalent combination of education and experience.
Work Experience
- Minimum 10 years experience in a Senior HR Management role;
- Previous experience in the oil and gas industry an asset;
- Experience with recruiting foreign workers on temporary foreign worker, inter-company transfer and permanent immigration programs.
Skill requirement
- Supervisory and leadership skills are essential;
- Discretion in dealing with confidential information is critical;
- Proficiency with Windows, Internet Explorer, and MSOffice (Word, Excel, and Outlook);
- Excellent interpersonal skills with a high level of professionalism;
- Excellent verbal and written communication skills;
- Ability to read, analyze, and interpret complex documents;
- Ability to respond effectively to the most sensitive inquiries or complaints;
- Ability to prepare and deliver effective presentations;
- Ability to make persuasive speeches and presentations on controversial or complex topics to executive management;
- High level of organizational and communication skills;
- Self-motivated;
- Ability work within a fast-paced environment and work with minimal supervision;
- Willingness to take on a variety of different tasks as needed;
- Ability to effectively multi-task and shift priorities when necessary;
- Ability to speak French fluently would be an asset.

Working conditions
- Some travel will be required to Calgary area, Eastern Canada and occasionally Europe;
- Visual stress – extended periods of time spent at a desk viewing a computer monitor;
